Geographical Characteristics
Boynitsa Municipality is situated in the most northwestern part of the country. The Municipality Centre- Boynitsa is 250 km far from the capital Sofia and 35 km far from the Region Centre- Vidin. To the north and west the municipality borders with Yugoslavia, to the south and southeast- with Kula Municipality, to the east and northeast- with Bregovo Municipality. The average altitude of the municipality is about 350 m. The total area of the municipality is 165.7 кm 2., including:

  • Agricultural fund - 132.8 км2.;
  • Forest fund - 24.6 км2.;
  • Populated areas fund- 5.4 км2.;
  • Water areas and streams - 2.0 км2.;
  • Transport needs (roads) - 0.9 км2.

    Three rivers flow through the municipality: Boynishka, Rabrovska and Topolovska, which are not deep. In the area there is a reservoir, which was built up in the 60s – private municipal property on area of 500 decares.

    Boynitsa Municipality of 9 settlements - Boynitsa, Rabrovo, Shishentsi, Borilovets, Perilovets, Gratskovski kolibi, Kanits, Shipikovski kolibi и Halovski kolibi. The centre of municipality is Boynitsa.

    Transport Communications
    The transport service of people and load in Boynitsa Municipality is carried out only by automobile transport. Through the territory of the municipality pass: third class road № 121 of the republican road network with length of 32.7 кm and the forth class roads №№ 12105, 12106, 12114, 12116 и 12118 of the municipality road network with length of 34 кm. The whole road network is extremely amortized and destroyed except road № 121 from кm14+500 to кm19+500, which makes it difficult and unpleasant to travel. The transport service of the population is organized with the region transport scheme and is implemented by two firms for transportation. The intensity of the transport vehicles and route schedules is satisfactory.

    Water supply and canalization
    Centrally water supplied are villages Boynitsa and Rabrovo with network which was built up 25- 30 years ago. Villages Shishentsi and Perilovets are supplied by local water sources without well developed inner network. Villages Borilovets, Gratskovski kolibi, Kanits and Shipikova mahala do not have organized water supply and the population gets drinking water from own wells and public sources. There is built up and functioning canalization only in the central part of Boynitsa village.

    Settlement on the terrain in the populated areas
    Settlement in the populated areas is different. The most intensely settled are the villages Boynitsa and Rabrovo, which is about 50- 60 per cent. There are 2300 buildings, built up and suitable for accommodation and living, which makes one house per person of population average.

    Telephones
    All the populated areas are supplied with telephone lines. 876 stationary telephones are functioning, 812 of them are private and 55- business. The telephone network is serviced by three automatic telephone operators in Boynitsa, Rabrovo and Shishentsi villages. After the reconstruction made to the operators in Vidin and Kula since June 2001 all the populated places can be dialed from the country and abroad. The municipality is not well covered by mobile connection despite of the 70 mobile phones owned by citizens.

    Electric supply

    All the populated places are electrified. Municipality is energy dependent on the energy networkof the country. Street illumination is built up in all the populated places on 40-50%.

    Education
    The education in the municipality is implemented in two secondary schools and two kinder gardens in Boynitsa and Rabrovo villages. The schools have capacity of above 500 students. 123 students from 1st to 8th grade are trained in these schools and 40 children in the kinder gardens.

    Health Service
    Two doctor practices are registered on the territory of the municipality. There are two dentist practices on the territory of the municipality- in Rabrovo and Boynitsa.

    Culture
    6 community centers are functioning in the municipality, 4 of them are registered by the Law for community centers.

    Sport
    No sport activity is developed in the municipality. There are a sport complex with football field and track, a shooting ground for sport shooting and a swimming pool that have not been used and are ruining for years.

    Social service
    Social service of the population in the municipality is carried out by the Municipality service for Social assistance. Two social patronages with capacity of 80 people which service weak and lonely people are created on the territory of the municipality- in Boynitsa and Rabrovo. In Borilovets village a place for social services functions where 60 women with soul ailments from all over the country.

    Agriculture
    The economic aspect of the municipality is determined basically by the agriculture. The agricultural fund is 132,8 thousand decares and the forest fund- 24, 6 thousand decares. There is tradition in production of meat and milk in the municipality, which is concentrated in private farms. There are no facilities for artificial watering on the territory of the municipality.

    Industry
    The industry is represented by two small workshops for production of rubber and plastic products “KULA-RING” PLC – Kula located in Boynitsa and Rabrovo. New construction has not been done for years in the municipality and the repair works are done by private construction companies.

    Tourism
    Tourism is not developed in the municipality. The waterfall in the area of Boynitsa village, the cave monastery on the road to Rabrovo village, the ruins of the Roman fortress “Petsino kale” in Boynitsa village etc. are sights which could attract the interest of the tourists. The good natural climatic conditions, the ecologically clean territory and the hospitality of the local people are good precondition for the development of village tourism.

    Perspectives
    The perspective of Boynitsa municipality is determined by the past, the present state and the attitude about its future. In the transitional period between plan economy, market economy and currency board the perspective for development is limited.
    Nevertheless the municipality foresees the following basic tasks and actions in future:
    • Spread and reconstruction of the inner and outer facilities for water supply of all the populated places in the municipality;

    • Reconstruction of the street illumination in all populated places of the municipality;

    • Reconstruction of the whole road network in the municipality;

    • Creating preconditions for development of modern agriculture;

    • Encouraging development of small and family business;

    • Conservation and development of the cultural heritage in the municipality;

    • Stabilizing the activity of the schools;

    • Constant care for the poor and lonely citizens;

    • Assistance for the activity of doctor’s and dentist’s practices for better health care for the population;

    • Creating conditions to limit and reduce the unemployment


    Priorities for development of the municipality
    The priorities of the municipality are short term and long term
    The short term priorities for the period 2001-2005 are:
    Reconstruction of all the third and forth class roads on the territory of the municipality;
    Reconstruction and spread of the water supply network in Boynitsa, Rabrovo, Shishentsi, Borilovets and Perilovets;
    Reconstruction of the street illumination in all populated places;
    Reducing the unemployment;
    Long term priorities for the period 2010 are:
    Stabilizing the educational system and health care;
    Construction of municipality scrap yard;
    Creating new forms of service of poor and lonely citizens.
    Stabilizing the activity of the agricultural cooperations and creating conditions for development of family farms.
    Stimulating the development of the private sector.
