“WHAT DID WE ACHIEVE IN VIDIN REGION FOR ONE YEAR”
REPORT FOR VIDIN REGION BY THE REGION GOVERNOR

FOR THE PERIOD 01.09.2005 – 01.09.2006
Dear Citizens of Vidin Region,
One year has passed since I took the Region Governor’s duties. In this period of time, implementing my duties I undertook various actions in the frame of my competence for the development of the region, keeping the peace, order and law in Vidin Region. As basic priority in my work I determined the improvement of the infrastructure as one of the main preconditions for attracting investments and improving the business climate in the region. I take it as my duty to strike a balance, to present the results from the activities I have implemented during the passed year, as I declared in the beginning of the mandate what would be the aims of my work as a region governor.
What I report about now is thanks to the cooperation with the deputies to the Parliament from our region, the government, the local authority, as well as your support. That is why I would be satisfied if in future we continue to cooperate, and I submit the achievements of this cooperation to your attention.

Infrastructure

As a priority number one in the Region Strategy for development of Vidin Region 2005 – 2015 we have put the improvement and development of the infrastructure in the region. Vidin Region was included with priority objects in the National Strategy for integrated development of the infrastructure of the Republic of Bulgaria.
The project for construction of the second bridge over the Danube river at Vidin- Kalafat entered in its concluding phase. The necessary 236 million euro is ensured and 7 million euro for construction control. The construction work will start in May- June 2007.
The rehabilitation of the international road E-79 in the section Vidin- Montana with total length of 73, 400 km is coming to end.
15 million levs are invested by the state for improvement of the second and third class roads in Vidin Region. 2 200 000 lv of them for road “Vidin– Archar – Dobri Dol”, 2 600 000 lv for the road “Vidin– Bregovo– the border with Serbia”, 3 300 000 lv for the road “Vidin– Checkpoint Vrashka Chuka”, 3 600 000 lv for the road “Kula– Gramada– Sratsimir”, 240 000 lv for road “Bregovo– Novo selo – Vidin” etc.
We assisted for ensuring additional finances for reconstruction of the municipal road system in Vidin Region. Their total amount reached 940 000 lv.
We changed the appearance of the border checkpoints on the territory of Vidin Region.
We finally realized the project for turning out the Baba Vida Fortress into attractive tourist object. With the invested 93 838 lv we animated the medieval castle.
Economical initiatives and support for the business

We work actively to support the business on project “PromSTAP” of the European Union as an only representative of Bulgaria, in cooperation with regions from Germany, Italy, France, Denmark, Switzerland and Netherlands. So we give the opportunity 325 000 euro to be adopted for reaching unified standards and quality of the food products from their production to the supply on the market of the European regions.
We together with representatives of the business in Vidin initiated the establishment of new subject in Professional Technical School “Vasil Levski”- “dry building”, which will be studied during the new school year. The training on the subject is synchronized with the one in the European countries.
We supported the design and construction of a plant for biodiesel in the South Industrial Zone of Vidin. In its construction will be invested 60 million euro.
We ensured the working out of energy audits of three buildings in Vidin Region under the Program of Energy Efficiency- hospital “St. Petka”- Vidin, Municipal Hospital- Belogradchik and Centre for men and women with mental derangements– Borilovets. On the base of the inquiry made in 2007 the mentioned objects will be totally repaired.
Planning and programming of the regional development

We worked out Region strategy for development of Vidin Region for the period 2005 – 2015 and regional plan for development of the Northwestern plan region /2007 – 2013 /. In that way we have defined the basic goals and priorities of the region.
We have defined the preliminary territorial span of the Regions for purposeful influence in the Northwestern Plan Region. Thus we gave an opportunity to all the municipalities to apply and adopt finances from the national budget and European funds after 2007.
Together with the Regional association for development and innovations– Miziya and the Italian organization Gal- Lokride, the province of Calabria, we are working on the project “Working out Regional Innovation Strategy for North central and Northwestern plan region”. The basic aim of the project is to integrate the region in the European economic zone on the base of increased competitiveness, reached through united innovation policy.
Cross-border cooperation and international activity

In October 2005 we established Euroregion “Middle Danube – Iron Gates” together with Serbian regions Bor and Branichevo and Romanian municipality Mehedinti.
| We made some steps and we are working actively Euroregion to become a member of the Association of European Border Regions. Thus we are going to ensure the use of already built potential of partnership, project ideas and markets. | |

Crisis control

We arranged the reservation of all institutions of the country and local authorities connected with the problem with the danger of high level waters of river Danube – The President of Republic Bulgaria, province ministries, Bulgarian army and the “Civil protection” agency. We ensured activity coordination about getting over the disastrous situation.
We offered to MRDPW 104 projects on the territory of Vidin municipality to take part in the map of critical infrastructure of Bulgaria and to provide urgently financing for their reconstruction.
The construction of unfinished part of protected dike in Vidin. With the construction of the new wall we will provide an efficient protection for the city when the level of the river Danube is high. 593 000 euro are going to be invested for dike construction and 34 000 euro for building control. The protecting wall will be finished till the end of this year.
Health service and social activity

We cooperated for the implementation of repair – public utility activities in children’s department of hospital “St. Petka” in Vidin.
As an employer I provided 145 working places for 2006 according to the National program “From social support towards providing work load”. We supported business and municipalities offer according to the programs for temporary work load. As a result 3 700 unemployed were hired to work during the present year.
We provided 33 working places for people in pre- pension age in Region Vidin according to the National program “Pension off support”.
Education, youth politics and ethnics and demographic questions politics

We supported the initiative to create an EuroSwiss technical university. We received the support of region governors of Region Vratsa and Montana with whom we are going to take part as co- founder for the realization of one of the priority’s project for education development of Northwestern region.
We accepted the Regional program for protecting life and health of children from road traffic for the period 2006 – 2010.
For more effective partnership we enlarged the Regional counsel staff for ethnic and demographic questions cooperation. We considered the measures for the realization of Conception for state politics and ethnics questions in Region Vidin.
Culture and valuableness

We supported for the restoration and implementation of the traditional folklore festival “From Timok till Iskar” in Belogradchik.
We supported the initiative of the Regional inspection of education for restoration of traditional days of Bulgarian valuableness “Sacred language”.
A contract for joint activity with Vidin municipality we regulated the organization and implementation of public deeds in the fortress “Baba Vida” and the museum “Cross- shaped barracks” which are state property. Through a partnership with local authorities we expect a support for the implementation of more and active cultural deeds.
For the support of valuableness we are working in close contribution with Vidin’s Holy Bishopric. As a result of the interaction till the end of 2005 we provided guard, support and repair of chapels and churches; during 2006 according to the NP «Pension off support» we provided staff to support the administrative activity of the Bishopric; as partners we are working for the idea to construct university in Vidin.
Prevention and reaction against corruption

We established a counsel for prevention and reaction against corruption. The counsel accepted a Regional program for reaction against corruption for the period 2006 – 2008.
We opened a telephone line 094/620-101 for citizens to signal for corruption.
We constructed an efficient system for translucence in the work of Regional administration - Vidin. We accepted on translucence in applying a competitive procedure while appointing new employees as well as the tender procedures.
In partnership with association “Club – journalists against corruption” we worked to the realization of project “Implementation of public and media monitoring on the administration activity of regional level for the implementation of public and civil control” in Regions Vidin and Montana.
Modern and competent administration

We undertook measures the activity of the administration to be more effective, quick and qualitative. We work actively Regional administration – Vidin to be faced towards people, to serve to the citizens and business and to be a grant for the system and lawfulness.
We constructed a web site of Regional administration on Bulgarian and English language. Thus, we answered the need of direct contact with civil society, business and our foreign partners and to the requirement for translucence of our work.
For the first time we implemented a general meeting with representatives of all local structures of the central authority. The aim of the meeting was to reach better coordination and effectiveness in the work of state administration in Region Vidin.
For the first time the Regional Governor had a reception day with citizens, representative institutions and municipalities business. Thus with direct dialogue with the municipalities citizens the basic local problems are marked and we are searching for a way to solve them.
We constructed a modern Conference centre in the building of Regional administration. Thus, we were the only one who created an opportunity for implementation of sessions, discussions and other deeds in the on a premises, equipped with contemporary techniques and furnishing.

Dear citizens of Region Vidin,
The given information describes in general lines the reached results from my work and the work of my team during the last year. The priorities of my work are in implementation of entire strategy for the development of Region Vidin and are classified according to the stability and usefulness for the present and future of the region.
I realize that much can be done, that your expectations are bigger as well as my wishes. I can assure you that I do and will continue doing what is necessary to answer them and to turn Regional administration into an institution, faced to the people’s problems.
I rely on your support as valuation of the work I have done I will leave to the time and you – the citizens.
Let us together work for the good of region Vidin!
